Ogai Mori is the leader of the Port Mafia, a powerful criminal organization in Yokohama. He is the main antagonist of the Port Mafia arc and a recurring character in the rest of the series. He is a fictionalized version of the Japanese surgeon and author with the same name.

Ogai Mori's Personality

Ogai Mori is a ruthless and cunning leader, who values logic, efficiency, and loyalty above all else. He is cold, calm, and composed, rarely showing any emotion or hesitation. He is also very intelligent and manipulative, able to devise elaborate plans and schemes to achieve his goals. He has a keen interest in young girls, especially those with special abilities, and often acts as a patron or mentor to them.
Mori’s origins are shrouded in mystery, but it is implied that he was once a doctor and a soldier during the Great War2, a global conflict that involved the use of supernatural powers. He witnessed the horrors and atrocities of the war, and developed a nihilistic and pragmatic worldview. He believes that the world is a cruel and chaotic place, where only the strong and the gifted can survive and thrive.
Mori joined the Port Mafia as a subordinate of the previous boss, Oda Sakunosuke, who was his friend and rival. Mori’s reign as the boss of the Port Mafia was marked by his ruthless and efficient management. He eliminated any threats or rivals, both internal and external, and expanded the Port Mafia’s influence and territory. He also recruited and trained many young and talented members, such as Akutagawa Ryuunosuke, Elise, and Kyouka Izumi, whom he regarded as his assets and pawns. He often used them as tools for his schemes, and did not hesitate to sacrifice them if necessary.
Mori’s relationship with Dazai was complex and ambiguous. He recognized Dazai’s genius and potential, and tried to mold him into his successor and partner. He also respected and feared Dazai’s ability, No Longer Human, which can nullify any other ability. However, he also sensed Dazai’s dissatisfaction and rebelliousness, and knew that Dazai would eventually betray him and leave the Port Mafia. He tried to prevent this by manipulating and testing Dazai, but ultimately failed to stop him.
Mori’s role as the antagonist of the Port Mafia arc was to oppose the Armed Detective Agency, a rival organization that Dazai joined after leaving the Port Mafia. He orchestrated a series of attacks and kidnappings, aiming to lure out and capture Dazai, and to destroy the Agency. He also faced off against Fukuzawa Yukichi, the leader of the Agency, who was his equal and nemesis. He was ultimately defeated by the combined efforts of the Agency and Dazai, but managed to escape and retain his position as the boss of the Port Mafia.
Mori’s role in the rest of the series was to act as an ally or an enemy, depending on the situation and his interests. He sometimes cooperated with the Agency and Dazai, such as when they faced a common enemy, like the Guild or the Decay of Angels. He also sometimes clashed with them, such as when they interfered with his plans or threatened his authority.
